DOC // Decree for convening new Parliament published in Official Journal

The decree on convening the new Parliament, elected on September 28, 2025, has been published in the Official Journal of the Republic of Moldova. The document is signed by President Maia Sandu and establishes that the first session of the Legislature will take place on 22 October 2025, at 10:00 AM.

The inaugural session of Parliament will be chaired by Zinaida Greceanîi, the senior acting member of the new legislative assembly. The session will be attended by the President of the Republic of Moldova, the elected deputies, members of the Constitutional Court, members of the Central Electoral Commission, as well as representatives of the diplomatic staff accredited to Chișinău.

At the beginning of the session, President of the Constitutional Court Domnica Manole will present a report on the election results and the validation of the elected deputies' mandates. From the moment this report is presented, the Parliament is considered legally constituted.

Subsequently, President Maia Sandu will address a message to the deputies of the 12th Legislature.

The next stage involves the formation of parliamentary factions. The factions are formed within 10 days after the legal constitution of Parliament and consist of at least five deputies.

Following that, the election of the President of Parliament, the vice-presidents, and the formation of the standing bureau will occur. At the proposal of the parliamentary factions, a committee is established to conduct the election of the President of Parliament. Once elected, the head of the Legislature will take over conducting the plenary proceedings.

The session will continue with determining the number of Parliament vice-presidents and their nominal election. The candidates are put forth by the parliamentary factions, according to political representation. Subsequently, the numerical and nominal composition of the Parliament’s standing bureau will be established.

The standing bureau decides on the establishment of permanent committees. The number, name, numerical and nominal composition of each committee will be decided by Parliament, at the proposal of the standing bureau.
