Moldova to become part of EU single customs network as of 1 November

The Republic of Moldova will become a member of the European Single Customs Network starting 1 November by implementing the New Computerised Transit System (NCTS). This is a modern digital tool that allows real-time management and monitoring of goods transit between EU member states, EFTA countries, and other participants in the Common Transit Convention.

Thus, to ensure full compliance of national procedures with European standards, the Customs Service has developed and approved Methodological Norms for processing the transit declaration, which will come into effect on November 1, 2025.

This document regulates a series of technical and operational adjustments aimed at ensuring full compatibility of Moldova's customs processes with NCTS (P6) system requirements. Key provisions include granting a three-day period to the regime holder for resolving detected minor discrepancies; automatic assignment of the Movement Reference Number (MRN), which improves the registration and tracking of declarations; mandatory attachment of supporting documents (CMR, Invoice) when submitting the electronic declaration; completing and clarifying the fallback procedure to ensure continuity of customs activity in case of system unavailability; and automating the operational flow at the level of the authorized consignor.
