Romanian President: Russia intervened in Moldova's elections through vote-buying networks and online manipulation

During his official visit to Austria, Romanian President Nicușor Dan said that the Russian Federation actively intervened in the elections in the Republic of Moldova, using hybrid warfare tactics, including vote-buying networks and manipulation through online sites.

The statement was made during a joint conference with Austrian President Alexander Van der Bellen, where the topic of external interference in democratic electoral processes in Eastern Europe was addressed.

"In the Republic of Moldova, beyond cyberattacks and social media influence, we have seen networks of people buying votes. There are several thousand documented cases by the Moldovan Prosecutor's Office," Nicușor Dan said.

The Romanian head of state also mentioned that according to EU and NATO reports, Russia prepared the actions in advance through an online network of sites, created to engage the general public with harmless content — sports, health, esotericism — but which were used for propaganda purposes during electoral periods.
