Day Laborers to be registered online

The e-DayLaborer platform, designed for recording and managing unskilled activities carried out by day laborers has been launched in Chisinau. The launch event took place in the presence of representatives of the Government and development partners. The platform was created to replace paper-based registers and allows employers to electronically register the activity of day laborers, including hours worked and their remuneration.
At the launch conference, Minister of Labour and Social Protection Natalia Plugaru said that the new digital tool will significantly simplify the recording of seasonal work and help strengthen social protection for workers.

“The platform will simplify the recording of seasonal work and will provide more social protection for workers. It is an important step towards the formalization of work and towards ensuring clear and transparent records of day laborers’ activities,” said Natalia Plugaru.



The minister explained that until now, the recording of day laborers’ work was done manually, on paper, which generated difficulties for both employers and workers.

“Until now, the recording of day laborers was carried out through paper registers, with manual completion, archiving of documents and time‑consuming administrative procedures. For workers, this meant more difficult access to information about the work performed and the remuneration received,” Plugaru noted.

The e-DayLaborer platform functions as an electronic register that allows the recording of the work performed, hours worked and remuneration, with the data being transmitted to the National Social Insurance House.

“Digitalization allows us to remove these barriers. The platform is an electronic register of day laborers, which ensures a clear record of the work performed and the income obtained,” the minister said.

Natalia Plugaru stressed that each working day thus becomes officially documented, with a direct impact on workers’ social rights.

“For the first time, every declared working day has official confirmation. The digital voucher becomes proof of the work performed, the number of hours worked and the remuneration received. This period will be taken into account when calculating the pension, which means greater social security for workers,” the minister said.

The official also explained how the system operates, emphasizing the simplicity of the process.

“The process is simple and transparent. The beneficiary of the works registers on the platform, creates the voucher, enters the data on the work performed, registers the day laborer and confirms payment at the end of the day or month,” Plugaru stated.

She pointed out that since 1 June, when the new legislative amendments entered into force, about 2,000 day laborers have been registered on the platform.

“We aim to reach at least 6,000 day laborers registered online by the end of the year. This is an important commitment within the process of modernizing and digitalizing public services,” the minister added.

Present at the launch, Minister of Agriculture and Food Industry Ludmila Catlabuga noted that the new platform does not introduce additional tax obligations for farmers.

“This platform does not introduce new taxes; it simply transfers a process from paper to digital format. It saves time for agricultural producers and provides social guarantees to people working in the fields,” the official said.

She made an appeal to employers and day laborers to use the platform.

“We want the work performed to be recognized and protected. The required data can be entered once and reused later. I encourage everyone who works seasonally to see this platform as an investment in their own future. Every declared working day is an officially recognized day, which is recorded in state records and which, over time, can contribute to building up the contribution period. Today it may seem like just a simple working day, but in the years to come these days can make a difference when we talk about social rights and pensions. For farmers, the benefit is just as important: instead of paper‑based registers we will have simple and clear records, with less time lost on bureaucracy. Moreover, we want to develop on‑the‑ground businesses, implement technologies and innovations and avoid unnecessary bureaucratic procedures. We will continue to talk with farmers, sectoral associations and users of the platform. If there are difficulties or aspects that need to be adjusted, we are open and will solve them together,” the minister said.

The authorities note a significant increase in interest in declaring seasonal activities. The number of officially declared day laborers increased from 7,181 people in 2024 to 10,425 in 2025, and the number of economic agents using legal mechanisms for hiring day laborers rose from 532 to 794 beneficiaries.
