Five localities in Moldova become first smart villages with over 21 million lei European investment

Five localities – Larga, Coșnița, Sipoteni, Lozova and Mereni – have been selected to develop modern public services, digital solutions, and efficient energy systems as part of a pilot program funded by the European Union.

Each locality receives grants of up to 1.5 million lei for implementing smart solutions and approximately 3 million lei for constructing photovoltaic parks with a capacity of up to 200 kW. Investments are complemented by training with international experts and study visits to Spain and Estonia, to adapt the best European practices to the Moldovan rural context.

Modernization projects in the five localities

Larga, Briceni district

The locality invests in energy efficiency and public safety. The Cultural Center is being modernized with heat recovery ventilation systems, LED lighting, and radiant panels, while street lighting will be optimized. Video cameras, speed radars, and lighting at pedestrian crossings are being installed. “We are transforming Larga into a safe and energy-efficient community,” declared Mayor Radu Urechean.

Coșnița, Dubăsari district

Here, the waste management system is being modernized. The town hall purchases a new specialized vehicle equipped with GPS and video cameras and installs 500 bins for selective plastic collection, reducing costs and environmental impact.

Sipoteni, Călărași district

The locality prioritizes access to drinking water by installing four filtration stations. Intelligent lighting systems and four modern public transport waiting stations with real-time information panels will be installed.

Lozova, Strășeni district

Farmers will benefit from five solar meteorological stations useful for climate change adaptation. The kindergarten and school are modernized with efficient ventilation systems, and transport stations and live streaming of local meetings will improve access to information. “Without the support of the European Union, these projects would not have been possible,” declared Mayor Viorel Jardan.

Mereni, Anenii Noi district

The locality implements intelligent public lighting with sensors and remote management, a video surveillance system, and an automated irrigation mechanism for the stadium. Workshops for citizen engagement in adopting smart solutions are also planned.

Renewable energy for stronger communities

In all villages included in the project, photovoltaic parks of up to 200 kW are being constructed, contributing to reduced energy bills and increased energy independence. The investment strengthens the transition to renewable sources and supports local administrations in modernizing public infrastructure.

The projects are to be completed by the end of October 2025. The localities were selected following an open grant call launched in July 2024.

Through this pilot program, Moldova takes a decisive step towards modernizing villages, combining technology, energy efficiency, and community involvement to improve the quality of life in rural areas.
