State authorities of Moldova levies distraints totaling 7.57 billion lei in Bank Fraud case
State authorities have levied distraints totaling 7.57 billion lei in the Bank Fraud case. The Assets’ Recovery Office (ARBI) at the National Anticorruption Center (CNA) imposed distraints amounting to 4.84 billion lei, while another 2.73 billion lei was sequestered by the Anticorruption Prosecutor's Office (PA).
The data today was presented in parliament by the ARBI head, Vitalie Racu. He emphasized that the enforcement of final court decisions related to the Bank Fraud case were within the competence of judicial bailiffs.
"According to the latest data we have, around 1.5 billion lei has been enforced and transferred either to the banks in the process of liquidation or to the Ministry of Finance. As for the liquidation of the banks, approximately 3 billion lei has been transferred, in order to settle the debts to the state," said Vitalie Racu.
In 2025, ARBI levied distraints on assets with a total value of almost 710 million lei, mostly in criminal cases concerning money laundering. At the same time, 1,115 criminal assets were evaluated, including 818 immovable and 297 movable assets, among them 12 assets located abroad, with a total value of about 915 million lei.
"One of the responsibilities of the Asset Recovery Directorate is to evaluate the identified assets, so that criminal investigation officers or prosecutors can subsequently proceed with the seizure of these assets, in order to ensure the full recovery of the amounts pursued in various criminal cases. These evaluations are carried out, including at the request of prosecutors or other criminal investigation bodies. As of today, if we refer to the statistics for last year, we have distraints imposed by all criminal investigation bodies or prosecutors totaling approximately 905 million lei. Around 80 per cent of them were imposed through ARBI," said Vitalie Racu.
The director of the CNA, Alexandr Pinzari, today in parliament presented the institution's activity report for 2025. He appeared before the plenum of the legislature together with representatives of the institution. The CNA's activity report is annually unveiled to the MPs.
