PHOTO // 200 Million lei for Green Home Programme: start of energy rehabilitation for thousands of households of Moldova

The government of Moldova is taking another step in reducing the burden of maintenance invoices, by officially launching the second call of the national programme, Green Home. With a budget of 200 million lei, the initiative aims to transform the energy efficiency of the residential sector, providing direct financial support for approximately 1,000 families across the country.

The implementation of the measures proposed by this programme is not only an ecological option, but also an economic one. Energy audits confirm that a properly rehabilitated home can generate average savings of 55 per cent in energy consumption.

“We are witnessing the launch of an essential financial instrument that lays the foundations for achieving our national energy efficiency goals. Since the residential sector is by far the largest consumer, creating mechanisms dedicated to and accessible for citizens becomes an absolute necessity,” said Vitalie Mita, Secretary of State at the Energy Ministry.

The official added that the programme would have a multidimensional impact: “It will directly contribute to reducing invoices, improving quality of life and ensuring an adequate standard of living for families of our country.”

The programme operates on the principle of equity and guaranteed quality. The state provides a grant of 50 per cent of the total cost of the works, up to a ceiling of 200,000 lei per household.

To eliminate the risk of low-quality work, the programme introduces a strict rule: post-implementation payment. Funds are disbursed by the state only after specialists technically verify the completion of the project and the quality of the materials used.

 

Decentralization: more money for towns and villages in the regions

 

A strategic novelty of this call is the geographical distribution of funds.

“Learning from the first stage, we decided to prioritize localities outside the capital. Thus, 70% of the budget (approx. 140 million lei) is reserved for around 700 beneficiaries from the rest of the country, while 30% of the resources are allocated to the Chisinau municipality (for about 300 families),” Mita specified.

For his part, Ion Munteanu, Director of the National Center for Sustainable Energy (CNED), highlighted more decisions taken following the first call of the programme.

“After the success of the first call, through which we attracted over 700 funding applications, we understood the urgent need to decentralize these funds. The majority allocation for localities outside the capital is a measure meant to support citizens fairly across the entire territory of the country,” Munteanu noted.

The CNED head also underlined the protective role of the programme: “We aim not only to insulate houses, but to protect families’ financial efforts, ensuring, through the established cost ceilings, that the market does not artificially increase prices and that every leu invested brings maximum energy efficiency.”

 

What can citizens change with this money?

 

The list of eligible measures is extensive, covering all critical points where a home loses heat:

Building envelope: Thermal insulation of the roof, exterior walls and basement.

High-performance joinery: Replacing old windows and doors with energy-efficient versions.

Modern heating systems: Installation of heat pumps and ventilation systems with heat recovery.

Green Energy: Photovoltaic panels, but only if accompanied by storage systems (batteries) and a major electric consumer (heat pump or EV charging station).

Applications can be submitted starting from March 18, at 09:00, exclusively through the government’s electronic platform. Considering the “first come, first served” principle, authorities anticipate massive demand, similar to previous stages.

CNED, the institution responsible for this modernization process, reiterates that this programme is the central pillar of the Energy Efficiency Fund in the Residential Sector, meant to reduce energy vulnerability and align Moldova with European climate standards.

According to statistics data, the residential sector of Moldova “swallows” 48 per cent of the national energy consumption and an overwhelming 70 per cent of this amount is wasted solely on space heating. The main cause is the outdated housing stock, with over 70 per cent of homes built several decades ago, without modern insulation standards.
