Simplified procedures for development of electronic communications networks in Moldova
The expansion of electronic communications networks will be facilitated, including for very high-capacity networks, according to a draft law approved today by the Government. This will support the modernization of digital infrastructure, and citizens and the business community will benefit from higher quality and faster services.
The draft law simplifies the construction of public electronic communications networks by facilitating providers' access to public and private properties under clear and fair conditions. This will allow the installation of networks to start more quickly, without bureaucratic bottlenecks.
The draft law also stipulates that all new buildings and those undergoing major renovations must be equipped with the necessary infrastructure for the installation of fiber-optic networks, which will allow easier access to electronic communications services.
Through these measures, the costs of network development will be reduced, repeated works will be avoided and the discomfort caused to citizens will be minimized, while electronic communications services will reach more localities in the country more quickly.
At the same time, the introduction of clear deadlines is envisaged for obtaining authorizations or for responding to access requests, in order to reduce bureaucracy. For greater transparency and efficiency, a single digital information point will be created, where information on available infrastructure and planned works can be accessed, and through which the necessary applications can also be submitted online.
The new law encourages the shared use of existing infrastructure, such as poles, ducts or other available elements, which will help reduce costs and the duration of works, as well as diminish the environmental impact.
