Republic of Moldova implemented over 90% of reform measures planned for first half of 2026

The Republic of Moldova has implemented over 90% of the measures planned for the first semester of 2026 under the Reform Agenda of the Moldova Growth Plan for 2025–2027. The data are to be confirmed through the European Commission’s final assessment. Specifically, 18 out of the 20 assessed measures have been completed. This result indicates that the fast pace of reform implementation is being maintained, after 93% of the measures planned for 2025 were achieved.

The progress made allows the Republic of Moldova to request the disbursement of the third tranche under the Reform and Growth Facility. For the 18 completed reform measures, the total value of the tranche is 191.5 million euros. Of this amount, approximately 157 million euros are to be disbursed in the event of a positive assessment by the European Commission, since part of the funds was already provided as pre-financing in 2025.

The semi-annual report on the fulfilment of payment conditions and the Republic of Moldova’s request for the disbursement of the third tranche were approved today at the meeting of the Interministerial Committee for Strategic Planning, chaired by Acting Prime Minister Eugeniu Osmochescu.

The completed measures target areas with a direct impact on citizens and the economy: energy security, digitalisation of services, more efficient management of public investments, combating corruption, environmental protection, academic integrity and support for the business environment.

In the energy sector, Casa Verde and CREȘTEM IMM instruments were launched, supporting investments in energy storage solutions for households and enterprises. Measures were also approved to strengthen the security of supply of natural gas and petroleum products.

In the communications sector, the Republic of Moldova continued its alignment with the European market: the necessary framework was created for the progressive integration of the roaming market with the European Union and for the expansion of internet infrastructure.

At the same time, mechanisms to combat corruption and financial crime were strengthened. Corruption risks were assessed in hundreds of draft normative acts, and in the environmental field the EcoAlert platform was made operational, enabling more efficient reporting of environmental problems.

In addition to the Reform Agenda, the Growth Plan also includes an investment component, through which major projects in health, education, energy efficiency and road infrastructure are being prepared. These investments are intended to turn the European Union’s support into direct benefits for citizens.

Currently, four major investment projects are in the operationalisation phase.

The first project concerns the construction of Bălți Regional Hospital. It will ensure access for residents of northern Moldova to modern, high-quality medical services. The project has a total value of 117 million euros and is at the stage of preparing technical documentation and procurement. The second project is the Energy Efficiency Programme for Public Buildings, with an estimated budget of 103.4 million euros. The programme envisages the energy modernisation of more than 40 public buildings with a total area of over 150,000 m², as well as interventions for individual housing.

The investments will help reduce energy consumption, lower emissions and decrease maintenance costs. In the field of education, the school rehabilitation and modernisation project in Moldova, worth 51.7 million euros, will contribute to expanding the network of model schools by renovating and equipping 20 educational institutions.

In addition, the road rehabilitation project for R7 Drochia–Costești–Cosăuți and M3 Chișinău–Comrat–Giurgiulești–Romania, worth 232.1 million euros, provides for the modernisation and rehabilitation of approximately 134 km of national roads.

In parallel, for 2026 the Government has planned a portfolio of another five priority investment projects. These target infrastructure in technical vocational education, sustainable water supply and irrigation, agricultural development, the horticultural sector through Livada Moldovei. Phase II project, tourism, heritage and strategic investments.

The Republic of Moldova will continue to implement the Reform Agenda and prepare investment projects so that the support provided by the European Union is transformed into tangible benefits for citizens, communities and the business environment.

In the second semester of 2026, another 40 reform measures are planned, with an estimated disbursement value of 380.8 million euros. For 2027, 67 measures are planned, with a total estimated value of 593.4 million euros.
