Approved by Parliament: Moldova to integrate into European social security coordination system

The Republic of Moldova will carry out electronic data exchanges with EU member states in the social security systems. This will be possible after Parliament voted today, in second reading, on a bill stipulating that our country will integrate into the European system for the coordination of social security.

The bill, adopted in second reading with 78 votes from Members of Parliament, creates the necessary legal framework for coordinating social security systems and for the electronic exchange of data with the member states of the European Union.

The new provisions allow the Republic of Moldova to prepare for the application of European regulations on the coordination of social security systems and for connection to the Electronic Exchange of Social Security Information system (EESSI). This system enables fast, secure, and efficient exchange of information between the institutions responsible for social security in the EU member states, the European Economic Area, Switzerland, the United Kingdom of Great Britain and Northern Ireland.

According to the authors of the initiative, the implementation of EESSI will bring significant benefits to citizens of the Republic of Moldova who have worked or are living in European states, by facilitating access to pensions, allowances, and other social benefits, reducing the time needed to process cases, and eliminating the need to send paper documents.

The bill was drafted by the Ministry of Labour and Social Protection, in cooperation with the National Social Insurance House (CNAS), and is included in the National Programme for the Accession of the Republic of Moldova to the European Union for the years 2025–2029.

The legislative amendments will enter into force on the date of the Republic of Moldova’s accession to the European Union. Until then, the Government will ensure the institutional and technical preparations necessary for implementing European rules and connecting to the EESSI infrastructure.

The explanatory note to the bill states that to date, the Republic of Moldova has signed 20 bilateral agreements in the field of social security, 18 of which are already in force.
