EU to fund creation of at least four community homes for children with severe disabilities in Moldova

At least four social services of the Community Home type will be created in the Republic of Moldova for children with severe disabilities who are currently in residential care, with financial support from the European Union. A grant competition for civil society organizations was launched today in Chișinău.

The initiative aims to develop community-based services that provide children with severe disabilities with high-quality care tailored to their individual needs and facilitate their social inclusion.

The new community homes will enable the transfer of at least 20 children from residential institutions to new services, where they will receive support from specialized staff. Civil society organizations with experience in developing social services are invited to submit projects under the grant call.

A total of 560,000 euros is available for the development and operation of the community homes. The competition is part of the project Stronger Civil Society – Safer Childhood: Supporting the Transformation of the Child Protection System in the Republic of Moldova, financed by the European Union and co-financed and implemented by Keystone Moldova, the NGO CCF Moldova – Child, Community, Family, and the NGO Partnerships for Every Child.

The deadline for submitting applications is 3 August 2026, and the results of the competition are to be announced within three months.

The project has a total budget of 2.1 million euros and will be implemented until January 2029. It aims to strengthen the role of civil society organizations and to expand access for children at risk and their families to sustainable, family-centered, community-based protection services.
