Moldovan Constitutional Court's judge says Shor Political Party has non-transparent system of systemic financing, illegal distribution of money

Chisinau, 19 June /MOLDPRES/ - The Shor Political Party has a non-transparent system of systemic financing and illegal distribution of money. A Constitutional Court (CCM) judge, Domnica Manole, today made statements to this effect at a news briefing.   

The judge noted that, for the first time ever, CCM had verified whether a party meets the law and the ruling was guided by the Constitution.

„CCM was notified by the government in November 2022; the reasons can be set in three categories: criminal acts, which regard the leader and lawmakers of the formation; repeated infringements dealing with the party’s non-transparent financing; possible overthrows and destabilizations. Thus, CCM established that the principle of transparent financing had been infringed at more ballots, in which the formation’s electoral contenders participated. After Ilan Shor had left the country, the formation started receiving financial means non-transparently. At the same time, there are people close to Shor who ensure the introduction and distribution of money. Also, the remuneration of people for participation in protest actions was established. The reception and transmission of money was taking place at the party’s territorial offices. The sanctions imposed by the electoral body did not hinder the party to continue the actions of illegal financing. Thus, CCM established that the formation’s activity did not meet the democratic principles,’’ Domnica Manole said.        

The Constitutional Court declared the Shor Political Party unconstitutional today. Under the ruling, the formation is regarded as dissolved. No act of the party issued ahead of the Court’s ruling has legal power. The Justice Ministry will nominate a commission for the party’s liquidation, which will undertake all measures needed for its liquidation and erasing from the state register of legal entities. At the same time, the representatives of the Shor Political Party in parliament would continue exercising their mandates, but in capacity of independent MPs, without right to affiliate with other parliamentary factions, just as the local authorities.  

The process of consideration was initiated based on a notification submitted by the government to CCM.
