Promo-LEX: Electoral campaign for 28 September parliamentary elections more dynamic compared to 2021 election

The electoral campaign for the 28 September parliamentary elections is more dynamic compared to the 2021 election. Promo-LEX Association made the statement, unveiling today Report No. 3 of the election observation mission.

The report presented by the head of the Promo-LEX Mission, Nicolae Panfil, covers the period of August 29 – September 10, 2025, and contains observations and findings regarding the start of the electoral campaign, the behavior of competitors and the transparency of campaign activity financing.

According to the report, 1,487 electoral campaigning activities were recorded during the period, most of them consisting of the distribution of informational materials (71%) and meetings with voters (18%), compared to 1,111 events in the previous election. The most active were PAS, BE Patriotic, and BE Alternative.

Additionally, 3,214 cases of electoral advertising were documented. In this regard, some irregularities were identified, such as placing materials in forbidden locations, the lack of complete print data, and the use of pre-campaign political advertising materials for electoral agitation purposes.

Promo-LEX mission recorded 52 cases of administrative resource abuse and two cases of potential voter corruption and the involvement of religious groups in the campaign, with at least four documented incidents.

Promo-LEX also monitored the involvement of "third parties." According to the Association, "at least 13 cases were identified, including online networks coordinated by Russia for promoting Ilan Shor and BP Victoria, Facebook pages and YouTube channels spreading pro-East or pro-EU messages, as well as civic initiatives like "EUROPA 2028."

Civic monitoring of electoral campaign financing highlighted discrepancies between official reports and real expenses estimated by Promo-LEX, with over 1.3 million lei unreported at 14 candidates.

The report's data also show that between August 20 and September 4, at least 78 cases of hate speech, incitement to discrimination, or other forms of intolerance were identified.
