Facilities for Moldovans returning to live at home: Government-approved decision

Citizens of the Republic of Moldova who return to live at home will benefit from exemption from import duties for a range of goods. The list was approved today by the Government.

Minister of Finance Andrian Gavriliță said that approving the decision is necessary to provide citizens with clarity regarding the goods that can be brought into the country without paying import duties, in the case of citizens who return to live in the country.

According to the project’s explanatory note, its purpose is to facilitate the return of citizens to the country, which will have a complex positive impact both socially and economically.

Thus, the existence of an exhaustive list of personal-use items will allow a clear distinction of the goods that can benefit from exemption from import duties, in order to ensure the uniform application of the regulatory framework in this area. At the same time, it will contribute to simplifying customs formalities during customs control by establishing the legal regime applicable to goods introduced into the customs territory.

Establishing a precise list will ensure equal treatment for all citizens who return to live in the Republic of Moldova, increasing the transparency of the process of granting exemptions from the payment of import duties. In addition, creating the list is justified by the need to prevent abuses and to protect the state’s economic security and the interests of individuals.

According to a project previously approved by Parliament, Moldovans who choose to return to the country will benefit from extended facilities for importing personal goods and automobiles. To qualify for these benefits, citizens must return to live in the country, submit an application to the Customs Service, and sign a declaration by which they commit to remain residents in the country for 3 years.
