Holiday vouchers – support for vacation and Moldovan tourism
Employees in the private sector will be able to benefit starting from 1 January 2026 from reimbursement of expenses for holiday vouchers. The Government has approved the Regulation that sets out the procedure for granting, using and returning the vouchers.
Thus, beneficiaries of holiday vouchers will have their expenses reimbursed annually in an amount of up to 50% of the average monthly salary per economy. The funds will be non-taxable for both the employer and the employee, provided that the value of the voucher does not exceed 8,700 lei.
“Thus, we want to encourage people to spend more holidays at home, as well as to support rural guesthouses,” said Minister Cristian Jardan.
The vouchers will be offered in electronic format or on paper by authorized tour operators, and each voucher will be valid for one year from the date of issuance.
According to the Regulation, holiday vouchers may be granted to employees both at their primary workplace and at any secondary job. The conditions for granting them will be set by the employer in an internal regulation, and priority will be given to employees who have achieved higher performance and have not previously benefited from this facility.
Holiday vouchers may be used exclusively in rural accommodation facilities and are not applicable to spa or balneoclimatic resorts.
In recent years, tourism in the Republic of Moldova has been constantly increasing, especially inbound tourism. According to the data, domestic tourism grew from 171 thousand tourists in 2022 to over 220 thousand in 2024. The project aims to accelerate the growth of domestic tourism, promote tourist destinations in the Republic of Moldova among our citizens, and encourage the development of rural businesses.
