30 public buildings in Moldova to be energy efficient with development partners' help

District hospitals and student dormitories across the country will be modernized as part of a comprehensive energy efficiency project supported by international partners. The project involves 30 public buildings - 14 of which belong to the hospital network and 16 are educational institutions, mostly student dormitories, that will undergo extensive rehabilitation work.

The project Initiative for Developing Sustainable Public Infrastructure through Energy Efficiency Renovations (INSPIREE) is financed by a 30 million euro loan provided by the French Development Agency (AFD) and a 38.7 million euro grant from the Federal Government of Germany through the German Development Bank KfW.

The works will include thermal insulation of walls and roofs, installation of modern heating, ventilation, and air conditioning systems, efficient electrical equipment, and technologies for producing and distributing hot water.

“The expected benefits include comfortable temperatures in any season for patients, students, medical staff, and university personnel; reduced energy bills with savings reinvested in public services; up to 60% reduction in energy consumption and an estimated annual saving of 12.3 GWh; avoidance of emitting 4,200 tons of CO2 per year, equivalent to the emissions of over 12,000 cars; more than 200,000 citizens will directly benefit from improved conditions”, explains the Energy Projects Implementation Unit (UCIPE).

In total, over 90,000 m² will be transformed into safe, accessible, and environmentally friendly spaces. The targeted buildings are located in Chișinău, Bălți, Cahul, Orhei, Hâncești, Florești, and other districts, being selected based on recommendations from the Ministry of Health and the Ministry of Education.

INSPIREE is implemented by the Ministry of Energy of the Republic of Moldova, through the Energy Projects Implementation Unit (UCIPE), with the support of the JEFIC initiative (Joint European Financiers for International Cooperation), which brings together European bilateral financing institutions. This project marks an important stage in the modernization of public infrastructure and strengthens Moldova’s commitment to European integration and sustainable development.
