
Procedure of low-value public procurements to be optimized by new regulation in Moldova
Chisinau, 14 December /MOLDPRES/ - The process of low-value public procurements of assets, services and works will be more efficient and transparent. A new regulation to this effect was approved at a today’s meeting of the cabinet of ministers, the government’s communication and protocol department has reported.
The regulation comes up with an essential change of the way the low-value procurements are initiated. Thus, to ensure the transparency and fair competition, the contracting authority/entity is obliged to initiate the procurement within the automated information system, State Register of Public Procurements (SIA RSAP). The way of planning, initiation and carrying out of the procurement within the information system is also regulated in the regulation.
Amendments are introduced also as regards the way the contracts are concluded and fulfilled. The regulation also contains the possibility that the contracting authorities conclude contracts with the carrying out of payments in advance for the purchasing of goods, services and works, with the observance of the provisions of the law on public money and budgetary and fiscal responsibility.
The regulation also establishes the process of reporting of low-value procurements. Thus, the monitoring of the carrying out of the low-value procurements, based on information from SIA RSAP, will be provided by the Public Procurements Agency.
